94 Grand Cherokee High Idle Issues

Hi everyone. I have a 1994 Jeep Grand Cherokee Laredo with the 5.2L V8. Recently, I've been having idle issues. I started it up one morning and the idle was around 1500rpm and steady in drive. I popped it into neutral and it idled at 2,100rpm. I've tested all the vacuum lines which tested out to be fine (19psi) and I've changed the TPS, cleaned the throttle body with an ultra sonic and it still idles at 1500 in neutral and around 1000 in drive. It makes it difficult to drive because you need to give it more brakes to stop it. Anyone have any clue as to what the problem could be?

Sounds like the plenum pan gasket is leaking. If you take the intake off and flip it over it has a bolt on plate with a gasket. This creates an internal vac leak. (aka sucking air though the engine)
