85 cj starter engaging question

I have a 1985 Jeep CJ with 4.2ci motor. A couple of weeks ago, I was unable to turn off my engine by using the key. Had to dump the clutch to stall motor. I replaced the ignition switch which attaches to the steering column and was working great. Now, the starter is engaging w/o the key being turned to do so. I removed the ignition switch thinking something i did was wrong, but even without it out, wires hanging, the starter still engages.

What am I missing???

Also, Starter Solenoid is brand new.
