4wd vacuum

It seems that the front axle is always engaged. I disconnected the vacuum off the axle and it seems to be disengaged. What would cause the 4wd to stay engaged if it was in 2hi? Bad actuator? Am I better off putting in a posi lok or trying to fix it? Thanks
