4 hi 2000 rpm max

Hi guys, im new to jeepin, i just bought a 94 cherokee country. I was up in the hills last night and relized that when im in 4 hi. And i put the gas pedal to the floor it would max out at 2000/2100 rpms and not go any higher.is this normal or not? And idk but for some reason my jeep kinda seams gutless when im in 2wd after 4x4. My jeeps stock with 195000 miles on it.
