I think this is pretty common on these blocks. After many miles, the cylinders get slightly cone shaped and either have to be bored and sleeved or bored for larger pistons. Sleeving will let you use stock diameter pistons.
Sleeving is usually done if there is a heavy scratch or other damage that can't be bored out. It is common on diesels and other more expensive blocks due to the cost/difficulty of replacing the block.
Most common blocks, such as SBC's, are simply replaced. I would check the cost difference between sleeving your existing block and purchasing a replacement.
the number 6 cyclinder had a little rust pitting is why they said that about the sleeve. He is going to do a test bore .30 over an see if it takes it out
