1997 Tj rough idle- feels like it wants to stall

I have a 1997 tj, It idles under 1000 and feels like it wants to stall. I have replace TPS,IAC, MAP sensors. I dont know what else to do. Could spark plugs, plug wires< cap or rotor be bad? First start of the day it starts up and stalls out. Sometimes have an issue with starting and have to hit the gas pedal. Also check engine light is on and code is 12 25 55- A shorted or open condition detected in one or more of the idle air control motor circuits.

Actual idle speed does not equal target idle speed.

Any help will be great. i been racking my brain for months.
