1995 Jeep Wrangler 4Wheel drive question

I have a 95' Wrangler and for some reason the 4wheel drive is not engaging. The vacum harness and vacum motor are new....? I pulled the two vacum ends off of the vacum motor and only one side was getting vacum. The other side never got vacum even when I went to 4H or 4L...? Does anyone know what could be the cause of this? Please help....

Also, when re-installing the vacum motor, which side of the axle should the ring be on? (if I asked that correctly..?) I lined it up to the vacum motor's fork position...

I talked about the same problems read the thread might help. my shifter is messed up so idk if this stuff is the problem
