2.5 liter 4 cylinder 1998 wrangler on 31's with a 2 inch lift and I'm at about 16-17 both highways and city. I've had it as high as 21 only on highway though

I'd be afraid to know....... All I do know, is it's not that good....

I've got a 2000 pathfinder with the same VG33 engine. when I bought it a year ago I was only getting about 300km of city driving to a tank of fuel. After cleaning the MAF, new air filter, spark plugs, regular oil changes and a couple bottles of "tune up in a can" I am now getting 400km/tank (roughly 250miles) of city and around 500km hyw.
BTW I don't have a heavy right foot.

2004 wj 4.7l 32 inch tires 3 inch lift city i get 12 and highway is around 12.5 towing 6k lbs at 55 i get about 7.5

15mpg Hwy/12mpg City. I'm running the 2.5/30RH, 5.13s, 37" MTRs, 4.0 TB, Headers. When I catch the wind right at 65 I can get below 3k RPMs.
