LJ suden drop in MPG HELP!

Hey guys my friend has a auto LJ it has the I6 4" lift 35" tires and 456 gears and a few other stuff. Im pretty sure he is running full synthetic everything also. Well he has been consistently getting 16-17mpg (lol i know right i saw 15 once in my YJ but usually 13) well the weather changed and now he has been getting 13mpg for the past 3 or 4 tanks. His tires are aired up he just cleaned his throttle body and his cold air intake. Any thoughts on whats up???
