Cheap horsepower

What are good ways to get horsepower cheap? Lol.

Hah...not really any such thing as "cheap" horsepower...

But the most cost effective manners of getting more power out of an engine are a free-flowing intake and exhaust, same things you'll hear anywhere. You can get max (depending on engine, that is) approximately 15-25 more HP this way. Anything else requires a tuner and performance parts.
