Let's say you are climbing a steep logging hill and your 33" BFT loses traction and the rig goes rolling down the hill. The rear seat passengers can reach back and grab the bungies in order to secure themselves better in the vehicle.
No just kidding. Let's say you are hauling bicycles on a hitch mounted bike rack that you have to take the front wheels of the bikes off of in order to carry the bikes. You slide the loose front wheels up inside that bungie and it holds them fairly well and takes up less space than wheels laying flat.
There are probably other uses as well.

Oh, good plan! have you thought about putting a bungy going across the top of the rig, from where you have the other one mounted going straight back to the hatch, or if you dont really have many people riding in the back often, across to the other side, so that it lines up with the back of the rear seat, and then you could use it to hang crap off of! might be useful.
But in all seriousness, that silly idea gave me a good one. I think I might do. Get one of those dog grates made for the back hatch area of the XJ, and sense its wire mesh crap, you really could hang all kinds of crap off of that and then it would be added protection from all the crap us jeepers tend to carry around in the back of the XJ, incase of an accident, or roll over or something.

I painted part of the center of the dash blue, as well as the door handle rings.
I also just swapped a TJ gauge cluster into my XJ (white/blue instead of green/orange) and installed a brushed aluminum bezel.
I've also got blue LEDs for the gauges, switches, and shifters.
The last pic also shows my Scangauge II that I use monitor gas mileage and check/clear engine codes. It also has an accurate speedometer. It's kind of nice.

I sanded the whole thing down then wiped it with prep-sol (acetone or mineral spirits will work too) and let it dry. I painted it with two coats of white first to make sure that the blue would be bright on the black plastic. After that dried enough, I went over it with (I think) two coats of the blue. All of the paint I used was Krylon Fusion, which in my experience works great on any kind of plastic. As with any kind of painting, prep work is everything, so just pay attention to the details
As for the door rings, the front ones just pop out if you pry them carefully. The rear ones, however, do not since there are switches in them. It's been two years and I still haven't painted the rear ones to match because I don't feel like taping everything off. I'll get to it eventually.
And the whole mileage thing... I got really lucky and found a cluster with almost the same mileage as my Jeep has, so it wasn't a concern.
