I've seen that bumper before, It doesn't come with frame tie-ins, just uses the stock mounts. The bumper itself is ok (not great but ok for the money) but you'll need to add a frame tie-in kit (About $100 to buy or you can make your own if you have the equipment to cut and drill 1/4" steel plate) if you actually plan on using it for recovery. I'm also not thrilled at the way the mounting brackets and D-ring mounts attach, the brackets are butted against the square bumper tube with no gussets for reinforcement (I would prefer gussets and/or L-Brackets to give more surface area for the welds) and the D-ring mounts are welded to the square tube but not the brackets, a sideways pull might bend or snap the brackets at the weld.
If you don't need the bumper to come with a grill-guard (you can always weld or bolt one on later, there are plenty of kits and universal guards/hoops out there) this is a really good deal:
it is $190 now but they often put it on sale for $160.
It has a 3/16" steel shell, 1/4" mounts and frame tie-ins, and 3/4" D-ring mounts that go through the shell and are welded to both the mounting brackets and shell.
I've got one, here are some pics. of it off of the vehicle:
