Overpriced lift??

my brother got his XJ lifted 3.5" by a local shop by him and the guy put together the lift with a mix of parts that the guy likes. he payed $700 for the lift and i was lookin at some of the pics he sent me of it and i noticed he still has the Stock control arms. is this normal or u think the guy was just trying to pocket the cash?
