HID help

I have a 98 xj and I have xenon hid conversion kit and when I turn them off my parking lights come on and will not go off until they flicker and make a clicking noise in the dash then I turn my brights on and off and they will turn off sometimes they never go off and I have been putting up with it and it's getting old o have heard about a "relay" in the dash to the left of the steering wheel and that's where it is coming from any help would help

Why not just do a proper HID conversion with projectors and get better output, less light scatter (glare to the other drivers you share the road with), and retain your highbeams?
