Because it's the best and safest way to hook up auxillary lights, I doubt you'll find any factory fog lights wired without a relay. Relays are less than $5 at autoparts stores. Some people find them a bit complicated to work with, but they're actually pretty simple and routine for such work. Do youself a favor and make the five buck investment, it's cheaper than replacing your fire extinguisher assuming you can get to it in time to save the heep.
