Here's the deal, I don't build things that the aftermarket is full of. I modify mounts, I fix the problems with existing equipment, I fab parts that don't exist.
If the tire rack bumper is stock, fix the body mount on the rear quarter: open the quarter panel from the inside. Bolts, nuts, lock washers, and 2 pieces of 3/16 plate. Sandwich the sheet metal ... I think you get the point, but the internal plate can designed to cover more area than the external plate, thus providing more support. If it squeaks, lube the joints and wrap electrical tape around the tube that locks in the bracket.

A custom bumper or other mod requires you to put the rig in my shop and converse with me on the qualities that will be designed into the unit.
Now, I will feed you all the fixes you can do yourselves

What if I draw up the plans for a rear tire carrier bumper in CAD for you to mock up on your XJ, then ship it to me?

I'm down with that. My aim is to please you, not me. I like your idea, add comments about specific concerns, cosmetic likenesses, and custom ideas.
Be creative! My latest idea: I found an old, rusty iron drag plate off a tractor bucket. Took a wire wheel to it, it's awesome. It's gonna be the bottom of my rear bumper.

The mounts are not an issue. I have the bumper mount one. No hinge on the quarter. I'll attach a picture of it. I need a redesigned hinge cause the shims are busted and one of the bolts sheared off. All the Parts are discontinued from chrysler. I was thinking taking a straight tube through it but I don't have the **** to drill a hole that big.

I am going to continue to make a photo diary of this thread. If you like what I make, I'll make copies.
As far as that tire carrier, ditch it! From an outside perspective: It's really stupid looking. Regardless of the fact that it was designed that way, it looks bad.
Some advice: If you put the tire inside, laying on the floor, right above the axle, it'll cause you less drag weight.

I like the way it looks to be honest. It's not so bad with the tire on. Plus they are a rare option so I wanted to try and keep it. And regardless I still can build this one to be strong for cheaper than I can buy one for.

That's cool, to each his own.
My advice: Go buy the bit you'll need to drill it out. Then you'll have it in your arsenal
