I have a 99 Classic, 4 dr, auto. I was getting 15 MPG around town, jumped to 16 when I changed the transmission fluid. Make sure all the fluids in the car are good... I've heard of better mileage after changing diff fluid and transfer case fluid as well.

I drive city mostly and my average is 16.5...

I drive around 45mph everywhere with cruise control on almost all the time. Seem to be getting better MPG with cruise control.

When I first bought my jeep the average ECO was 14.2... after that i drove like a grandmother everywhere!

I just bought a 99 XJ today and on the way home (248 miles) I got 24.3 mpg at posted speed limits (cruise control) and this things some serious work to get back to normal shape !!!
I checked MPG with the on board system and my scanguageII.
Rather happy with those numbers and once I get some new tires, fluids and tune up stuff I hope to gain some more.

You can improve from 14. I average 16.5-17 mpg with mixed city/highway driving. I get 20-22 on the highway.

1999 Cherokee Sport 4.0/aw4, 5.5" lift, 33" STTs, 3.55 gears, 62mm throttle body, aFe intake, header into 2.5" exhaust with Magnaflow free flow cat and muffler.

Start simple with plugs, wires, cap, rotor. Check all your fluids, change your oil, run some Lucas fuel injectors cleaner through it. Change your upstream 02 sensor. Basically make sure everything is functioning as it should be. After that, intake and exhaust modifications can help a small amount. Doing all of this together will make a noticeable difference.

2005 WK Limited, 5.7 hemi, QDii, aFe intake, Magnaflow exhaust, Taylor shorties, Diablosport tuned

1999 XJ Sport, trail rig, lots of goodies
