What have you done so far?
Mods depend on your plans for using the rig.

In from New York so it will be snow and mud. I have a 3 inch lift and that's pretty much it I haven't decided on rims or tires probably going with 31's and don't know what size rims. I need bumpers winch and maybe a throttle body spacer

Ok. Throttle body spacer big waste of time and money. Does nothing at all.
If you're buying rims I would suggest a 17" rim. 15's are expensive and hard to find used.
Search on here for bumper threads. Great advice there.
