84-96 Bumper on 99 XJ

I found this on amazon:

and it is pretty ideal as far as style/price for me. However it only fits 84-96 XJs. I am wondering if there is any way to make it fit mine. I measured my bumper against the given dimensions and it would seem to be a good fit. Is it just a question of mounting it?

Im no expert but I have done a bit of welding and I know that with some metal and a welder almost anything is possible

Read the comments on that bumper.... Someone said it worked great on there 01
