2000 XJ ignition problem

When I attempt to start my car when the engine is cold it rarely if ever turns over on the first start and makes a very strained almost whining sound. All the electronics come on and stay on but I have to start my car on the second attempt.

Now the other day when I turned it off and on in a short period of time it was almost stalling out and when I pressed the gas it did not move the rpms at all. This had me concerned. Is anyone familiar with anything like this? Any help would be very much appreciated. Thanks.
