Prep prep prep. Sand, prime, paint

I used the wheel paint from the parts store and it held up for years on a set of wheels.

01 tj 4.0,bds springs,ROKMEN arms, ecgs 8.8 and hp30 both locked with 4.88s,35in STTs,Smittybilt bumpers,8k winch,hylined MCE flatties,TKHfab rocksliders,and lots more to come!

I used Rustoleum Satin Black on my Samurai a few years ago. I looked good for two years before I sold it. No special prep, just cleaned the rims and painted them. I would use it again. FWIW

Powder coat them. You'll only deal with it once.
Scratching off paint on the trail and then spraying touch up looks terrible.

Ive used alot of paint for wheels and ect.. Rust-oleum love it.. i just used wheel/rim paint from auto zone or wal mart.. it looks great! I believe that is Rust-oleum too but the wheel paint seems to lay on a little better then just regular rust-oleum. Or just powder coat it you have the time and the extra $$ but it still will chip up after a few years..

Sand... wash.. CLEAN.. prime.. then paint.. Light COATS makes a huge difference then heavy runny coats!!

There's been some debate on other forums about doing this to aluminum wheels.

Steel wheels I wouldn't see a problem with that, which is what I want to do.
