I don't know about an official name but most refer to it as a "Door Limiting Strap".

Quadratec calls the nylon ones "door check straps" and the aluminum ones "door stops"

"Gosh darn falling apart piece of crap straps that always come off and allow my door to hit other peoples cars; straps."
At least I am pretty sure anyway.

If you have windshield mounted mirrors you may find that the straps allow too much travel and knock the mirrors. I created 'adjustable' straps with 1/8 braided steel cable and cable clamps from Home Depot.
