looking at a 1983 CJ7

I am going to check out the Jeep on Friday, but I got a bit of info on it and was wondering if I could get a bit of input.
It has an AMC 360 that runs, 5" of lift, and he said he now has 35" mudders on it.
He sent me a little more detail than the ad had via email. Here's what I got..

"There is minimal rust on the floor pan. I have a replacement for the floor pan in the driver side. The frame is clean. Most of the rust is from sitting for years.
So I say good to hear that the frame is clean and that he has replacement for the rust in the floor pan.

"When I got the jeep there was no dash, no interior, no electrical. Since then I have used a YJ to donate interior, dash, and electrical is 75% complete. All that remains for electrical is the dash gages and heater."
The only wiring I have done is with my TJ, and I did set up my KC lights, but that was really easy since the kit came with the wiring basically all done. I also have done wiring for my stereo and subs I put in my TJ. But I know nothing really about doing gauges or the heater. Is it simple or should I get a shop to do it?

"Brakes could use a thorough cleaning, pads, rotors etc. they all do work."
Brakes are no biggie for me really. I have done the brakes on my TJ, so unless there is something to look for there no biggie.

"I have driven the jeep around the block. The clutch needs adjusting."
I have yet to do anything with a clutch, so is there anything tricky there?

"There were 2 holes that I have since welded on the aluminum timing cover, these were on the cooling jacket. They have both been patched and I have not reset the timing at the distributor yet. Other than that the motor is complete."
Sounds like all i have to do is reset the timing? Yes, no? Could there be any problems in the future with this? I am unfamiliar with what he is saying, could anyone put this in simpler terms?

"The hood needs to be sanded and there are a few other small rust points on the body some of which I have cut and bonded around. The rocker panels have been reinforced with ¼ inch plate steel.
The top keeps the rain out. The back door was sealed by the previous owner. The doors need some more adjustment to fit smoothly also doors had to be modified to accommodate the roll bar."

The rest of this seems to be no biggie. I just asked if he meant the rear was welded shut or if new rubber seals were put in.
I also asked what kind of lift was done and if he custom fab'd the roll cage or if it is the family style. We will see tomorrow. All advice and tips are welcome. Again, the only mechanical work I have done is with my TJ, but my dad had a CJ7 back when he was younger and he did welding work on it, so hopefully he can be of some help.
Thanks!!

Oh, here are the pics on the ad. He has it listed for $1500 and is about a 50 min drive away.

One more thing, would it be easy to get my hands on a set of front fenders/flares to replace these chopped ones, and would it even be easy to replace them?

Okay so I got a lot of my questions answered from some friends and people I work with. I am going to check the Jeep out tomorrow. I only have a few questions, some being for those of you with the 360 engines. The guy said that the Jeep seemed to have a really low gearing and that he could start it out in second. He only has driven it around the block, but said that he thinks that the Jeep would have a really low top speed from the little drive. Do any of you have the same feeling? It is a 4speed standard.
But if I like what I see and end up getting it, I will end up looking for a new timing cover to fix that problem, any suggestions where to search? The guy said he tried everything in town and so far no luck. Only new ones that cost a bunch.
