Unless you want to call up Chrysler's CEO and ask him personally, you're SOL. It's a one-off concept car.

HOWEVER, Jeep is rumoured to be working on off-road car based on the Fiat Panda chassis, now that Chrysler and Fiat are partners. Said car is also supposed to be drawing from the Hurricane concept-nobody knows if it'll be diesel-electric, but with Chrysler's interest in Fiat's mini-diesels, it could very well be diesel at least. Same goes for all the construction techniques they used in it, but expect a small, off-road ready car-supposedly, it's meant to be kind of like a 'mini-Subaru', in terms of abilities.

Concepts end up in storage somewhere after their done showing them in car shows, and may end up in a museum someday. The Chrysler museum in Auburn Hills has some concepts on display that the rotate.

If your friend has that much money, he could probably have a shop build him one from scratch.

Personally, if I had the money, I'd buy a Jeep EarthRoamer.

It wouldn't happen man, it's an in house concept and from what I understand many enthusiasts have already asked the same question and been said no too.

If you do finagle them somehow, let me know and you can come drive me to work one day, we can go up over the mtn range between me and my work, it will be fun. I will make PB&J's
