How much rust is too much?

Looking to buy a 2003 Wrangler with 17K miles. Topside looks great but losts of rust underneath. Driveshafts, wheel spindles/knuckles, and steering linkage has thick rust which comes off in chunks. Seller says this is normal, but I have an 03 truck with 180K miles and it does not have this much rust. You opinion/suggestions please! Thanks! (Pics here)

As stated above, anything beyond surface rust, I consider bad. That is beyond surface rust is my opinion. But, the frame shown does not look rusty.

I can send you photos of my 03 and it looks nothing like that. Some of that rust is real bad. How much is he asking not that it really matters.
