1998 Jeep Cherokee 4 Dr Classic - windows/locks issue

Greetings to all - first time posting, have been looking for a Cherokee for a long time and finally found one for sale with good mileage. However, the seller is telling me that: "Power windows and locks don't work. The cluster may need to be replaced. The speedometer, oil gauge works sometimes and sometimes it does not."

Any idea what he means by "cluster" and is this fix reasonable or should I move on to another seller? Thanks to all in advance for your guidance - matthew
