I would go with the second one.
Has 6 cylinder
cheaper
does not seem like its been offroad
I would get more info on the 99. When I was looking for my jeep I was in the same situation. I chose a stock Sahara over a YJ with 35's. I am very happy that I did. I would rather work on the jeep myself then buy it built up.

I am actually shopping for 1K or lower YJ's
