yet another retread question

I have talked to people from the local tire shop and they are saying that I can't use hi-tech retreads on the steering axle of my ZJ. I know that this is true commercial vehicles but how are so many people using them on their Jeeps. When I called Hi-tech they said it was completely legal, I am from KS if that makes any difference. \
Any help is greatly appreciated

So it is true that they are legal on non-commercial vehicles in all states? I just hate to drop the cash and find out that it is illegal. Thanks for the quick reply.
