Wheel and tire size

Opinions needed. Stock '04 TJ X. I'll be buying the Metal Cloak Overline fenders front and rear and getting a small lift later as I like the low COG look.

Tires and wheels. I'm thinking 33x12.50x15 on 15x8 wheels. Will 4" bs be enough? Any suggestions are appreciated.

4" BS is a good choice. Really 3.5" is in my opinion about the minimum, with 3.75" being pretty common, all the way up to about 4.25" on a 12.5" tire on an 8" wheel.

No, most people run 8" wide wheels on a 12.5" tire. Some run a 10" wide wheel, but 8" wheels perform better off road and work just fine on the street. I think an 8" wide wheel looks better than a 10" wheel too.
