Stickey lug nuts

So I've had a reoccurring issue with my lug nuts getting stuck on the bolts on my Zj grand. I know most people would think that I'm just over tightening them but that's not the case. I've even used anti seizing agents to prevent the problem but they continue to stick to the point where they must be torched off. Any suggestions as what to do?

Replace the wheel studs and the lug nuts.
