Painting/powdercoating rim advice

I just picked up a 2011 wrangler unlimited sport with the S package. I would like to either put black rims on it, or paint/powdercoat everything but the center cap and lip.

Has anyone done this? Any advice?

Also, I'm considering a 2" lift with 33s. Problem is that I do drive a bit with work - is this a bad idea for fuel economy and ride comfort? Additionally, if I powdercoat the existing rims and lift it this spring, can I pit 33s on the stock rims?
