The only way high steer would help is if you bought all new steering parts. It would be more cost effective to fix you're current set up.

Edit: I just noticed that you are SOA. I'll let someone who knows what they are talkin about chime in

First you need to find yourself some flat top Chevy knuckles. I can't remember the exact dates 73-76?, (research) but you can usually find them on E-bay. Be careful if you buy them there, make sure that BOTH knuckles are Drilled, Milled, and Tapped. Then you will need some Hy-steer Arms. I got mine from www.shakerbuilt.com. It wouldn't hurt to go ahead and buy the 1" spacer for the arms as well. You will need the Studs and Bolts too.
The Hy-Steer arms are made with 7/8" TRE, so you will need to buy or fab up some new steering too. Make sure you connect your drag link to the knuckle, it will completely eliminate bumpsteer. In order for the huge 7/8" TRE to go in your pitman arm, you will need to ream out your pitman arm. You can get a the correct reamer from Snap-On I believe its part number R121..... I think.....
I think thats all....Good luck to you....
