Goodyear Duratrac Question

I tried search but got nothing, could someone tell me why Goodyear has blue sidewall letter and some white wall lettering. Can you remove the blue wall lettering and make it white.

The blue stuff that is on the white lettering can be removed by cleaning the tire with a scrubber and soap.
