I am looking to replace my stock wheels on a 2000 TJ and go with the 15x8 Crager Soft 8's? Does anyone know the cheapest place to get them? Also, do you have to replace the lugs as well, or can you still use the same lugs? I've tried to find lugs for the Soft 8's, but just couldn't find the right ones.

I don't see the need for new lugs on steelies.
I almost bought my soft 8's (PorComps, not Cragar) from: http://www.4wd.com
but found a local shop that was able to match the price on a wheel/tire combo. Also, center caps.....check out threads on butter containers painted black for centers if you don't wanna spend the money there either, I think they look good..
