You probably need a new switch- the resitors fail sometimes..... check and clean all the connections first.

Your fan relay could be on the way out - hard to say when guessing over the internet. The good news is that the part is relatively cheap and easy to replace yourself, assuming that is what the problem is.

JK Rubicon has basically stock 33" tires..

Some things are required by legislation - tire pressure monitoring and ESP for example. Others have been done by customer requests - power locks and 4 doors. The vehicle can still be purchased as one of the most basic vehicles available, but it will never be as simple as early Jeeps.
