I gave the manual shifting a shot and it just stays in first regardless. I miss have having all my gears on the trail... seriously, right now when it's 4wd low you could outrun my jeep on foot

Thanks to 96zedjay, problem solved

Replaced the TSS sensor for $16.95 & not only does it shift all the way through the gears in 4WD Low, but it shifts like it has a new transmission in 2WD High as well. I checked my OBDII codes this morning, before I changed out my TSS & it had a P0720 code (output shaft speed sensor failure). No check engine light with this code by the way. I cleared the code & replaced the sensor and everything seems to be working fine now.

I had the same problem (1998 Jeep Grand Cherokee ZJ wouldn't shift out of first gear in 4wd low) and changing the transmission output speed sensor worked for me too, plus the gears now change better in 4wd high. Bonus. Thanks for your post!
