ZJ front end shake

My brother has a 94 Grand cherokee ZJ and is having problems with a bad vibration at 35 to 40 MPH. It is so bad that he cannot go over this speed. It is not constant but happens every so often. He just reciently put new tires on in and it went away, but it is now back, so it is not the wheels or tires. The front drive shaft is also removed. Can anyone give me a clue where to go with this.

do a search on here for DW=Death Wobble...most likely that is the case,did he lift it? what year?
check all tie rods,ball joints,trac bars...practically any loose bolts up front.

1994, that is exactly what he called it yeah he did lift it.
