I also installed my CURT Class III Hitch - 2" Receiver today as well. I got 4 out of the 6 bolts on. Where the nuts are welded on the inside of the frame, I couldn't both bolts to go in. One bolt from the PO was broken off inside the nut, and the other goes in maybe 1/2 way, then gets REALLY tight and stops. So I am not sure if another bolt in broken off inside the nut.
Can those be drilled out if possible?

Try chasing the threads with a Tap. The broken off one is most likely there for good.
Just step drill into the broken bolt till your using a bit about the size of the bolt and tap it as if it were any regular hole. The tap us either going to move the remaining bits of bolt, or you tap into the bolt. Either way you're adding security to your receiver.
Try an easy out first though... And make sure you swear a lot
