Vacuum ac control lights dont work

I've had my jeep over a year now and am just now deciding I should fix all the lights in the jeep. I have the old style vacuum controlled ac controls.

Does anyone know if one bulb is blow that both quit working? I have 12v all the way to both bulb bases and only one seems to be blown but neither work.

those LEDs are in series. one opens the circuit for the other

These aren't LEDs. And neither bulb has continuity, so they're both blown and I feel like an idiot.
