You been checking it in Park?
Just warm up the trans (drive it) stop, shift the shift lever through each position and end in Neutral, set parking brake and check it.
BTW, on the dipstick there are 2 small circles, they are the cold add and fill range marks. So if you have to check it with the trans cold (feel the fluid on the dipstick if its cool the trans is cold) you can go by them, and when it warms up (when the trans is hot, the fluid on the end of the stick will be very warm or too hot to keep your hand on) the level will be pretty close to fine. I usually get mine in the middle between add and full.
