I actually dont us the stock style filter seal because they give so much trouble
I use a GM THM125C filter seal they are easier to install and make a more positive seal
all the manufacturers jamb their filter seals on like that for some reason I use a rag to grab it and kinda twist and pull to get it to come off
you must loctite it into the pump first

I think we are miss understanding each other here. I know you can not install the seal on the filter first. Thats why i am warning about the autozone brand as the filter has the seal (removable or not) already on the filter and its a crappy seal (fell right off the pump as soon as i gave the screw a quarter turn). I made sure to get a brand that did not have the seal on the filter already and installed the seal separately from the filter first. It sesms to have solved the problem.
Ty for the info on the gm filter seal. i will look into that. Do you use the gm filter as well or the stock jeep filter?
Also when you say locktite do you mean locked tight to the pump or do you mean use the locktite stuff like on bolts. I would personally be hesitant to put any thing like that in trans.

when the filter is installed incorrectly the pump can not pull fluid. it could also have been the check valve.

Had it checked by my cousin who works for a jeep dealer. Hes a service tech. He brought over a scanner. Took It for a test drive. Prognosis- replace or rebuild. So, any one know any reputable places to buy a re-man or rebuilt from?
