tire out of round??

so this morning i was in traffic and basically idling in gear with my foot off the brake going 10-15mph.

the zj feels like it is rocking side to side and slightly up and down.
I was next to a guard rail and there is no sound associated with it
I could not feel it in the steering wheel
i had felt this before and just thought it was the road, but this road has just been paved and is smooth.
I've replaced both front wheel bearing/hubs within the last year.
My tires were spin balanced last week( i had felt this wobble long before then)
Ther tires have over 50k miles on them and have been used very hard.
all i can come up with is an out of round tire or a section with a compromised sidewall.
if it were rear wheel/axle bearings then there should be some play or noise and i have neither. only the normal C clip in and out play

Any ideas guys?

I had that problem...it ended up being a broken belt in the tire. Easiest way to tell if the tire is out of round is to jack up the corner and spin the tire. Try to fix your eye on a point in the well just above the tread. Mine looked like big bump, (mine was pretty severe)...
