Starter Spins Out ?

I was looking at my FSM and it says:

Condition: Starter Engages, Spins Out Before Engine Starts

Causes are the ring gear or the starter itself.

If I have no spark, should the starter spin out, or do I have a problem with my starter?

I've done some troubleshooting and I definitely don't have spark, I get voltage to the ignition coils but I don't get a pulse, or a ground.

If your starter isn't turning your motor over... you're not going to get spark. Replace your starter.

It turns the motor over for a second or so and then spins out, no spark after some testing with a voltmeter and a test light...
