Speedometer question (kmh to mph)

So I'm looking at buying this '97 jeep off CL and went to go look at it yest. The seller bought the jeep from a guy 1 1/2 years ago that brought it down from Canada and she currently has the registration and title in her name so shouldn't be any custom issues with me buying it from her.
The speedo shows speed in KMH predominant numbers with MPH in the sub numbers. Also the odometer shows in KM. My questions is how hard would it be to change out the cluster to show US MPH and odometer in miles? Would I have to inform carfax or the state or anyone of the change in the cluster? I'm buying this jeep for my son and getting it for a good deal. It's only got less than 155,000 miles(247500 KM) and it's 4x4 with new trans.

Any help would be appreciated.

Simple to swap in an MPH cluster, but I think the BCM would need to be flashed to change the country code from Canada to the USA so that the ZJ would think in miles and not kilometres.
