Where is this located, how do you change it, and where can you get a new one?

You can go to any jeep dealer and pick one up or you can google it and find many other places.

It doesn't have a speedometer "gear", it has a speed sensor (VSS) so there is only one size. Dealer or parts stores should have them.
Aftermarket compainies make calibrators to correct for different tire sizes.

Edit: Ignore this post. Never got that far into my TC

The speedo gear is the orange gear at the end of the VSS.

I got mine from Kolak. Don't forget a new O ring when you change it.

EDIT: Here is what I used.

I ordered a 32 tooth one along with the o-ring from Morris 4x4 a few days ago.
When I was at the dealers last month I asked about a 32 tooth one and was told they couldn't get them.

Only those who will risk going too far
can possibly find out how far one can go.
