Spare Tire Carrier

Hey everyone
So i was wondering what are some things you guys have done to hold your spare tire on your ZJ? Im looking for something a little cheaper than buying a brand new bumper, but I was just curious what others have done and get some good ideas....

It looks like that one is able to drop down without actually disconnecting it from the trailer hitch....is that true?
