First buy a new cap. Then used two large screw drivers and pop/wedge the plastic top off of the cap. The metal bit will remain on the valve cover. Now use Channel-locks or be a man and use your teeth to remove the stuck bit. The cap is two pieces and the two have become separated and just spin about.

I did exactly above (except teeth part) to remove it on my TJ once. I actually reassembled that old cap back.

My cap does the same thing when the engine is hot, once it is cool, the cap comes right off. I believe it has somethinbg to do with the ratcheting mechanism inside the cap.

Same here, finally got it off and bought a replacement from NAPA.

now that we are all in agreement on how to remove the bad cap and replace...who is the she and what is she taking off...we aren't talking about Caspers girl.

Mine does that when the engine is hot. I think the cap gets gummed up with dried oil in the threads so when it heats up it gets sticky. I keep my cap clean and spray it with PB Blaster occasionally and it hasn't happened.
