If the belt is tensioned on within a certain requirement, would taking it off change that?

If you loosen the idler pulley bolt,and loosen the tension adjusting bolt,and remove the belt, the tension will be adversely affected.
Refer to illustration , and text on page 7-42 ,as displayed.
