Revs up/down on take off.

O.K. I am about to pull every part off this Jeep!! I bought this 1996 Grand Limited 5.2 v8 automatic 4x4. Had a lot of signs of river activity, water in fog lights, carpet soaked, and tons of sand under the chassis. The motor runs great, but when I put it in drive it revs up and down like I am bouncing on the gas pedal. Its kinda acts like it is having an esma attack. Once I am on the highway it drives fine.I do not have warning lights. Any suggestions would be greatly appreciated.
