I know this is an old thread, but it fixed my issue (97 ZJ limited) and wanted to let others know who may read this thread. My issue was a hyper fast blinkers (both sides) when headlights were on, but normal blinking when they were off. All bulbs appeared to be functioning. Replaced flasher with EP27 from Autozone which fixed the issue, but the relay would constantly click when the key was on. Sounded like the blinker was on, but wasn't. Unplugging the VIC made this issue go away, so I cut the orange/black wire coming from the VIC harness (Pin 4) as KoreaZJ pointed out. Now everything is working the way I want. Only downside to this fix is the VIC won't tell me if I leave the blinker on, but I can live with that. It also gives me the ability to upgrade to LED bulbs if I want without the hyperflash side effect.
EDIT: Turns out the VIC doesn't like that wire cut. After a few miles, the "Turn Signal On" displays on the VIC now. The correct flasher module for mine is the EP39 rather than the EP27 because it has 2 way communication for the VIC turn signal monitor. I just ordered an EP39 from Quadratec for the same price I got the Autozone EP27 for, so I'll update this thread when I get the EP39 and test it out. Luckily I ran extension wires from the pin 4 wires I cut, so I can easily reconnect without having to take the dash apart again (glad I thought of that at the time).
UPDATE: EP39 fixed all the issues. No hyperblinker and no "Turn Signal On" message on VIC.
